     When you said,

to, it might be that he's an administrator, threatened by the looming 
spectre of competence...
     On the other hand, he could be one of those "graduates" who had to 
have his diploma read to him.  You're right.  He knows little about 
homeschool, because it's an educational process, not a bureaucracy.
