What version of GeoWorks are you using?
My 1.0 was almost unusable with TIFFs, it would usually crash, if not,
it would end up being 3 cm square instead of a full page.
I would say: use PCXs instead.
They sometimes end up being off the top of the page, and need to be
dragged to the page center.
My 2.0 works well.
