A city that is 67% black is likely to have the poor composed of mostly
blacks.  If they don't leave when told to evacuate and the black city
government doesn't follow the evacuation plan to get as many of them as
possible out of town on city and school buses, then its not a surprise that
the victims are mostly black.

If blacks are in a weak position in USA society in disproportionate
numbers, to a large degree it is because that is their culture.  It is not
the USA system, but the culture of poverty, no family values, fatherless
homes, etc. that perpetuate their continued poverty.  Immigrants come to
this country with nothing, are discriminated against to the extent
discrimination exists, and unlike native blacks don't even speak the
language.  Within a single generation they have a prosperous middle class,
business owners, etc. etc. Until the black community quits blaming whitey
for all their ills and starts blaming the depravity of their own culture,
they aren't going to make changes for these people.
