Yeah, in fact there is a distinct possibility that the line fault condition causes the USR to have a massive brain fart, thinking that the S/N has gone obscenely pear shaped in one direction only, when in fact its done nothing of the sort, atleast on the obscenely, and so it just mindlessly reduces the symbol rate in that direction BECAUSE it erroneously thinks that the S/N in that direction is obscene.
