If it were NYC or DC, I would expect the locals would have a far better
handle on things. Not sure how widespread an area it would affect though.
Personally, I think a bunch of the problems from Katrina, as I've expressed
before, are the sheer magnitude of the area affected. I mean, where do you
go first? Who's lives are more important? Those pinned under their homes
in Miss/Alabama, or trapped in a building that's decaying by the minute?
It's a tough call, and I would expect that in many cases, there IS no
"right" answer, especially with 20/20 hindsight.
I also expect a BUNCH of "20/20 hindsight" to be flying around,
more so than it is already.
