My cousin is now in SC, and I had dinner with him tonight.  I asked him
who, in his opinion as a NOLA resident, was at fault - FEMA or the local
government.  My cousin is extremely white, a bit prejudiced against blacks,
and dislikes most politicians, yet his response was "Well, it sure
wasn't the Mayor because he did everything he could".  He went on to
tell me that on Saturday night the Mayor went on the local TV stations to
say that he did not have the state's approval to declare a mandatory
evacuation and to proceed accordingly but that if he could he would tell
everyone to get out immediately because it was going to be bad.  My cousin
did not have very flattering things to say about the Governor and talked
about her foot-dragging about requesting the federal help and her telling
Bush to let her think it over for 24 hours while people suffered and died.
