Jane, thanks for that insight. Does your cousin work in government
somehow. How was he aware of these things?
It does seem that a significant part of the blame is on the Governor of
Lousiana. I haven't figured out yet why her foot dragging on several
things seemed like a good idea to her, but there is some crazy and
incompetent reason for it I'm sure.
