Actually, rather than a simple "slow" acknowledgement, what Bush
said was there were problems at every level of government and he was taking
responsibility for the Fed portion of it. But more importantly, he's going
to investigate the situation (effectively taking responsibility for the
whole magilla) so that there's no future communication breakdown regarding
the actions to be taken between local, state, FEMA, and federal
coordination.

This is bad, why?
