Mobile use of a scanner is legal in the state of Tennessee, but not 
necessarily in any particular town in Tennessee.  Go figure.  That's one of 
the reasons I went with a CB antenna for my scanner.  Reason #2 is that it 
makes a noticable improvement when scanning CB frequencies.  Reason #3, and 
the deciding factor, was that when I was shopping for antennas, the CB model 
was available with a trunk mount and the scanner model wasn't.
Of course, being able to scan CB better just made me want to be able to 
transmit...

I was looking through the Radio Shack catalog and noticed they had a trunk 
mount base all by itself for about $10.  I've ordered one and am going to see 
if I can't mount one of my scanner antenna's on it.
Some people swear by magnetic mounts, but I just don't trust them.  I can 
just picture one coming loose and yanking my scanner right out the window. 
Plus, there's no good way to run the wires in my car.

My experience here is that nobody will come forward with advice until you 
mention you've already done it.  Then they'll say "Oh, you should have asked 
me.  I would have told you it was impossible."  :-)

Ask around.  Maybe one of your friends is about to throw one away. (Happened 
to me.  I kid you not.)
