The duties of a captain, in no particular order, are as follows:

1.  command the ship
2.  represent the Federation in dealings with non-Federation races, which
i= mplies that
the captain would need certain diplomatic skills, while always aware that h= e is the
face of the Federation to the alien race.  The captain must always be on hi= s best
behavior and put his best foot forward 3.  he must be able to get the crew,
which likely comes from diverse backgr= ounds
and with experience on any number of ships, to form a tightly-functioning t= eam
4.  he must be able to delegate tasks and not micro-manage the day-to-day a= ffairs
of the ship.
5.  he must be able to inspire confidence in the crew and to get their loya= lty.
6.  he must be able to carry out the missions assigned to him by Starfleet = Command
to the best of his ability.
7.  he must be able to communicate to his crew cleary and concisely, and no= t leave
them guessing on what his orders really mean 8.  he must be familiar with
the ship, understand its systems and its abili= ties, and in an
emergency, be able to pitch in.
9.  he must be able to mediate disputes, either between crew members, the c= rew and
individuals off the ship, or between aliens, and he must be able to do this=
 without quickly
resorting to phasers.
10.  he should not be careless with the ship or the lives of the crew, by
e= xposing them to
unnecessary or uncertain risk, and he must not make rash decisions that
cou= ld affect
the lives of the crew or the security of the ship. 11.  be a visible
presence and don't always hide in the ready room 12.  should allow members
of the crew to speak freely and honestly to him, = although if
necessary in private.

Perhaps these are the attributes of a good captain, and not necessarily the=
 duties of a captain.
Perhaps they're one in the same.
