That's reality already in NJ. The good news is our resigned, disgraced,
former governor actually did fix the DMV as he promised before he went
loudly off into the night.

Visits to the DMV, long before the increased document requirements, were
practically occasions for going away parties, but I got a new photo
driver's license in about 10 minutes. I was actually there just to make
sure my newly required documents passed muster, so as not to be
unpleasantly surprised at renewal time 6 months hence. They approved of the
documents and said, if you want to do it now, you can. That's unheard of
here! Amazingly enough too, the clerk asked if I liked my picture and
offered to take another, she also asked if I liked my signature or wanted
to sign on the pad again.
