The thinking behind Starfleet's decision to build the Oceana class in the
Dark Horizon storyline is touched on a little in the first story,
"Forms Change", and is again touched on briefly in the current
story, "The Power Of The Vision." However, I'll go into a bit
more detail here...
First, there was the ever present Borg threat and if history is any
indicator, give a military or political organization a terrible threat to
their existence and they will plow tons of resources into building the most
extravagant and elaborate
weapons system they can come up with.
Secondly, the fact that the Federation got caught with its pants down when
the Dominion waltzed into the quadrant and a fair number of Federation
citizens got themselves "transferred to a new plane of existence"
would pressure both the military and political powers of the Federation to
do something to reassure the people that such a thing would never happen
again. And how better to do that than give them a symbol in the form of a
new
ship which by size and weapons says, "We can now defend ourselves."
The reasons have less to do with the reality the Federation finds itself in
than it does with perceptions and how those perceptions can be twisted and
used by those in positions of power. No matter how idealized the society
of the Federation is, it would still respond to the political pressures
found within the issues of survival and safety.
