Perhaps "promoting" wasn't the right word. The fact remains that
he's been predicting that outcome since before the war even began -- such
an outcome would vindicate his long-term position. I don't know how large
his ego is, but it's not a stretch to think that he (or anyone) is happier
when they're proven right than not.
I'm just as sure he's wrong as you appear to be that he's correct. Let us
hope that I'm right; I see no evidence that I'm wrong.
