It means that the remote end had, if on a LAPM connection, had sent an L-Release primitive, which may have been followed by the V.34 code in the remote modem issuing a GSTN Cleardown "I wish to hang up the phone" to your modem. This stops the modems from attempting to retrain and maintain connection when the remote modem has signalled that it was disconnecting the call.
