The heat in pepper is partly related to the weather. They get
hotter when the weather is hotter. Also keep them on the dry side
if you can, that also helps make them hotter. In other word, if
the plant is slightly stressed that seems to turn up the
heat in peppers. If your climate doesnt' cooperate there isn't
much you can do that I know of. I hope that helps.
