Fine Bob, if you want to call the former Saddamists and foreign fighters
killing other Iraqis to prevent democracy going forward, a civil war,
that's your prerogative. In the meantime they're voting, writing a
constitution, soon to vote to ratify, then another vote for the next round
of new government representatives -- representatives of all the people.

If there were truly a civil war, the Shia would decimate the Sunni in short
order, they're not taking that road though. Indeed, they're being
remarkably restrained given the oppression they've endured for decades.
They appear to want to build a new Iraq that respects the Kurds, Sunni and
Shia equally. Yet all you anti-war crew can do is carp and deride the
efforts we and they are making; and it ain't helpful to the effort,
regardless of the fact that that is not your intention.
