That was Blairs point at Clinton's meeting last weekend, that no one is
going to harm their economy by cutting back, so we're far better off
continuing to work on our technology and coming up with future solutions --
solutions, if needed, that will be less expensive because of advances in
that same technology.

He changed his mind in other words, and before the Mars news came out at that.
