I think I have found your problem

Some people can't even handle the original release. Imagine what would happen
when GUI happy peasants start trying to FDISK their drive and install new
file systems. All hell will break loose, and MS don't want that headache.
There is also the fact that OSR2 contains mostly upgrades that are only
available on new computers, such as MMX. If it was sold retail, people would
be complaining how they paid $100 for a product that hardly changed (on their
older system).
