Two suggestions for users:

1) Get your BBS on the Telnet BBS Guide (http://www.telnetbbsguide.com). 
That is run by a fellow sysop, Dave Perrussel (I hope I didn't murder his
name there).  Guarenteed to get users.

2) Set up your BBS on BBSFinder (http://www.bbsfinder.com).  You run a
little client that reports every five minutes to BBSFinder's website that
the board is up and running, so it's a real-time BBS list.  Shawn Highfield
has written a most excellent BF client for OS/2.  It's available on his
website at http://www.tinysbbs.com - look under the file section and then
under Tiny's Software (I think; Shawn, what's a good URL?).

3) Set up fTelnet for your BBS on your website.  This little app will allow
you to have people connect direct to your BBS using a Flash applet you
install on your website.  You will need to run a Flash policy server and
again, Shawn Highfield comes to the rescue.  He's written a Flash policy
server for Win32 and OS/2.  It too is available on his website.  For an
example of how fTelnet works, check out http://kd5col.info/goto.html (my
board).

These suggestions will help you get callers.  They have worked for me for a
long time now.  Also, posting an ad in the Fidonet BBS_ADS echo once or
twice a week will get you calls too.
