I'm sure they would try that and 1st Amendment free speech, but I think it
could be done.   I think the requirement that the students be able to
perform on standardized tests and parents wanting their children to learn
more than how to be a suicide bomber would take care of the majority.  The
remainder would be children of parents who don't care if all their children
study all day is how to be a suicide bomber, and kids with those kinds of
parents aren't going to be non-violent peace loving productive members of
society no matter what.  They will end up in jail before they can suicide
bomb something.  Or dead of street violence.
