Vouchers will only subsidize the schools for the elite as they are the only 
group that will be wealthy enough to put up the $$$ for the rest of the 
expenses.  Vouchers only cover a small part of the education.  How will an 
middle class or lower family ever make use of a voucher and a private school?

Of course not, they are expelled and go back to the public schools.
