I'd say you are right.  Since it was very acceptable at one point the old
habits die hard.

Racism isn't just a black / white thing though. Anti-Semitism of course but
I'd say virtually every race has it to some degree.India has the caste
system. Japan has serious issues with non Japanese etc etc

People have their prejudices. Some jokes are funny without trying to be
mean put downs, A lot are nothing but verbal warfare. I'm certain you've
seen / heard some of the Anti-Semitic ones. I think that every group of
people will have their jokes about anyone outside their group.
