And not all that different.  Abu Abbas avoided capture by running off to
Iraq and being sheltered by Saddam for 18 years while he continued to head
the PLF.  In fact he held an Iraqi diplomatic passport, which is why Italy
didn't hold on to him when we forced his plane to land in Italy!  Just one
of the many terrorists who were NOT in Iraq before 2002, according to
various blind people.
