At times it is.  When folks start acting like doctors and herbalists without 
the proper credentials, it is.  However, I also don't think that we should 
have to have the use of them tightly regulated.  We regulate drugs and we 
still have all kinds of problems with them.  We actually seen to have less 
problems with what is sold in the average health food store these days.
