A country gets a launch code for one missile.

Only 1 warhead per missile.

1 day delay between launch command and launch during which same country can
send a cancel message.

The country would then gets a new key for a new launch command.

Warheads and missiles are serviced etc in an entirely random manner (i.e
all missiles & warheads are identical).

Nuclear states could keep their available resources inc missile subs.

This is just one more.

A State could be thus rendered nuclear capable (to the tune of at least 1
H-Bomb + delivery system) efficiently.

Crew would be trained to follow orders & once a missile was locked to
fire it was locked to fire up to the point when either a timer ran out or a
recall message was sent.

There would have to be some entry criteria to this "keyholder's club".

Being a democracy?

That a state has a functioning security system would be assured before
handing over the key.

Sub is at sea. Listening for launch commands while evading all other traces
of humanity.
