Nope. The ship was anchored. The more interesting question was where it was
anchored & whether anyone to the north had had any hand in the place it
was anchored.

i.e. these patrol boats probably set out once word came out that they'd
boarded the ship. Possibly the crew would take their time opening boxes,
producing documents etc.

Bear in mind that the "border" shifts according to the tidal
state as islands (some basically mudflats) grow & shrink.
