Yes.  It is available in numerous versions.  I myself utilize Qmodem
v5.01.  Qmodem Test Drive v4.6 is available for download on many BBS's.
QmodemPro for DOS v1.53 is the most recent DOS based version.  It comes
bundled with the offline mail reading program, Offline Xpress v1.53.

was originally available for Windows 3.x.  The most recent version, is
QmodemPro for Windows 95 version 2.0.  It is advertised by its author
Mustang Software, Inc., as "The Premier Communications Solution for
Windows 95."
Take your pick.  You can't go wrong with Qmodem or QmodemPro.
