No, it's definitely common.
 
The hospital/medical paging around here actually originates at the
hospital and I'm far enough from there so it's not a problem.
 
Here in Vermont, 152.480 is one of the most common pager freqs.
In fact, I can't remember being in a part of the state where it's
not in use.
