resources available to him.  I was taught that those
were the exact circumstances to use such things.
It all comes down to what he THOUGHT.  If I think
someone is going to harm me or mine then the odds I'm
going to harm them as fast as possible.  If my
perception is off then things get sticky.

What a wienie, I made a cannon out of a couple pieces
of pump pipe.

I don't know if he wanted to kill the non government
workers or if he just saw their deaths as collateral
damage like the women and children killed in the
bombings of Hiroshima and Nagasaki.
