Saddam certainly used WMD - but name a current state that hasn't, at some time. Did he lie about it? Very hard, given the footage shown world wide at the time. He didn't do it again. Why? There was world wide revulsion, and he might have feared a global reaction. At the very least, it was a public relations disaster. Maybe there was a quite different reason. Interesting. He most certainly ordered their destruction no later than early 1991. Why? Did Saddam ever actually lie? He was a master of evasion and duplicity, that's for sure.
