The latter is used as a measure of border patrol voluntary departures verified-cases not under docket. In FY 2004, complete Detention and Removal Office district level figures for voluntary departures-cases not under docket are unavailable in PAS and as a result are excluded for that year. Prior to FY 2004, the reporting of voluntary departures verified included all locations, Border Patrol sectors and districts.
