If the data files already exist, simply copy them to what ever drive and 
directory you want to use.  Then, use File -> Open.  Quicken asks which drive 
and directory to look in for the files.  Enter the correct location.
If the data files don't exist, use File -> New to create them on what ever 
drive and directory you want.
Quicken lists the last 4 data file locations that you opened at the bottom of 
the File menu.  This makes it easy to open the data files the next time even 
if they are in different directories.  (You probably can even change the .ini 
file to increase the number of data file locations Quicken lists there.)
