I believe they pump up the ghost of Bill and the specter of Hillary to keep
the electorate distracted from the debacle in progress.

It would generate a lot of lame late-night-show jokes (cf. the lame
first-man humor in "Commander in Chief"). But that wouldn't have
much to do with my vote. I've always thought the whole first-lady,
first-family routine was a silly echo of royalty -- I don't *care* about
the President's family for better or worse. I choose the President as a
chief executive, not a social/cultural/moral exemplar.
