I see.  When you mentioned Kaiser in the past I assumed you meant Kaiser
Aluminum, or whatever they're called now.

Anyway, the Corps of Engineers has a long (*long*) history of obstinancy
and obstruction, of jealously guarding its turf, of discounting ideas and
advice from outside, and of hiding its own ineptitude.
