For the first part, the easiest way is to open up a new document based on 
Normal.dot, change the style in that new document, and click the "Default" 
button in the Style menu.
For the second part, you'd have to actually open your Normal.dot and change 
it -- but are you sure you want _every_ single document you create to have 
page numbers?
