I think that isn't done anymore by any techical or university institution which might explain quite a bit of the recent shoddy workmanship we hear about. I don't know if it is any worse or better then it ever was but many people do get the impression that standards have deteriorated and if so then the blame could easily be placed on the top rung of this shakey ladder, as it were.
