That depends.  I've met ones that could but I fully understand your
wonderment on this particular issue seeing the standards for big shots have
deteriorated over the last couple of decades.  Obtaining proper
certification for those types of jobs isn't what it used to be, if indeed
proper certification or standards are even an issue anymore.

Could very well be some truth to that.  Used to be that engineers were
required to take welding courses and the such just so they understood the
basics.  I think that isn't done anymore by any techical or university
institution which might explain quite a bit of the recent shoddy
workmanship we hear about.  I don't know if it is any worse or better then
it ever was but many people do get the impression that standards have
deteriorated and if so then the blame could easily be placed on the top
rung of this shakey ladder, as it were.
