There is an unwritten rule for the president that you don't state facts
that you don't know to be facts, especially when addressing the american
public. There is a second unwritten law that you don't kill people or
declare war without being sure you are correct in your facts.

To do so and then find out you were wrong, to the people means you are
either incompetent or a liar. Take your pick. Personally I think bush is
just an idiot, but then so are 95% of the american public.
