I haven't tried it this way but, since Win9x doesn't use usernames by default, only share-level passwords, make sure Samba is set for share-level authentication. > Windows ME. Since the homes share are unique to the user, you'll have to enable them as world readable (I think you can do this in Samba and not change file system permissions). If you can access everything as guest/smbguest, it's a username thang. I don't know if there's something that can be added to Win9x to pass that along.
