Well, they don't.

Nextel, provides what is called ESMR, Enhanced Specialized Mobile Relay
service. Works very well, but is NOT CELLULAR service, by defination of
the FCC.
It is not in the Cellular band, although it does have similarities, it is
not the same thing.
Recently someone in the FCC echo insisted that this was a cellular service,
and after what seemed like a month, finally seemed to understand that it
was not. (And hopefully that debate will not start here)
But, in order to be competitive, NEXTEL likes to call their service
Cellular, just like some of the Cellular services like to play on the
PCS name.
