Austel has the power to peg Telstra's prices. Witness the fact that in
order to encourage competition, Telstra was forced to maintain price levels
above Optus's for some time (maybe even still).

Also, anyone who has bandwidth out of the country which isn't owned by
Telstra can set up an ISP service which owes NOTHING to Telstra and
therefore they can charge however much or little they choose.
