I don't know, and I'm not absolutely positive that there is no rule that
pardons have to be made public. I don't recall ever seeing anything that
indicates they do have to be public, and I know congress can pass
"private laws" that aren't public. They do it all the time. So
why couldn't a pardon be private? Of course as soon as the pardoned
offender had a need to prove the pardon by showing it to somebody the news
would get out, so may not be too practical.
