By chance, have you tried VirtualBox?  I thought I might have more luck
with using that to try using HPFS, but I couldn't get that to work.  My
original OS/2 image used HPFS and refused to boot on any VM that I tried. 
I never tried Virtual PC 2007, however.  

I was just happy when I finally got eCS to boot and install using JFS on
both VMware and VirtualBox.  I decided to run everything on VMware.  The
only problem I have yet to resolve is when my Symantec Backup Exec SYstem
Recovery image starts on the physical system, I kills my VMs.  Probably due
to it using too many resources, so I have turned it was down in priority
hopefully to fix that.
