Adjusting the entire picture for brightness and contrast is NOT what the
photo person did.  If that was all they did it wouldn't have been a
violation of USA Today's policy.  It took selecting just the area of her
eyes and changing just the eyes.  That's obviously intentional and what
violated USA Today's policy.

I doubt USA Today would have made a retraction however if there was an
internet where widespread dissemination of information was possible.
