I just played around with an XLink 288i, 28.8K V34/VFC internal today,
and considering it seems to be a cheap taiwaneese modem, on a typical
good phoneline I was getting solid 28880/V42BIS connections
everywhere I tried, including toll calls..overall I couldnt fault it..

I then tried it on my really shitty phone line at home (Telecom are going
to get a ring soon :-) and the best I could manage was 21600 with exactly
the same setup....

So you may have a poor phone line too...
