It depends on the tools at hand. For me, it's not such a big deal, but
then I've assembled the tools to do all that's involved. Last night,
renaming all 728 files, modifying the PHP source, and uploading all the
changes took less than an hour, so it was no big deal.

This is the fallacy! From my perspective, I can't tell "everyone's happy"
from "no one cares". The corollary is that I have no guide to decide
between "keep up the good work" and "why bother?" Of
the two, "why
bother?" is certainly easier, so that's what I've tended to do since the
mid-90's.
I only have better use for my time if there's nothing to do. If everyone
who uses the site let me what they think could be changed, then I can put
together a plan from which to work. No, I won't try to give everyone
everything they want (a fool's mission if there ever was one!), but I can
pick up on trends and get the overall mood of my users. That, in turn,
will let me tweak things to be most useful to the greatest number of
people.
I mean, it's my time - let me decide how to spend it. All I need to make
that decision in feedback and information.
