I think we absolutely seal the border; then give those here documents that
allow them to freely cross back and forth across the border for say 5
years; after which they must return home or seek permission to stay longer.
 They must keep immigration informed where they are at all times, and any
breach of this requirement or the laws of the USA and they become criminals
subject to imprisonment followed by deportation from prison.

If they start rioting like in Paris, just shoot the first few or so, and
suddenly all the rest speak English enough to understand halt, hands in the
air.
