As I said -- you have no idea. The capital costs of a facility are not even
close to the highest costs. They're not even a high percentage.

An example -- In the current State of Illinois budget, 66% of the
Department of Corrections budget is for payroll, 9.1% is for administration
(including IT, research, and crime control and prevention), 16.5% for
contractual services, and 5.4% was for grants and other miscellaneous
items. The total capital budget? Out of a $1,353 million budget, the
capital budget was $3.412 million, or 2.5% -- brick and mortar mostly.
