Your problem may not be SDS.  However, I do not find your Sysop's
opinion that downloads are "overloading" your UART chip, to be
plausible.
For a time, I had Windows 95 installed on my PC.  However, I uninstalled
it.  One of the reasons I did so was because I utilize DOS based Qmodem
v5.01 as my communications program.  While in Windows 95, I would almost
always get *slightly* slower file transfer speeds than when I exited
Windows 95.  If you have a DOS based communications program available,
you might conduct the experiment of *fully exiting* Windows 95 and see
if your download problems still persist.  If they do, then your Sysop
**may** be correct in suggesting that it could be a problem with your
computer/modem setup.
And too, you must also consider that if there are no actual
configuration mistakes with either yours or your Sysop's equipment and
software, that you just might have a malfunctioning modem.  Terrible
thought, but it happens to the best of us from time to time.
