Yes. That is to say: NOT in hostmode. (use dial-up for internet)
TerMail (including utilities) is working very comfortable in combination
with BinkD.

BTW: TerMail and BinkD both work without any problem on my 2.4 GHz Pentium
4 with Windows XP
Terminate (the mailer) has (after patching for "runtime error") stil some
promblems.
