This was a big help and I'm learning a lot more about how the thing works. 
Unfortunately this did not solve the problem yet. I found my two "resolv" 
files that are being created by DOIP in C:\MPTN\ETC and C:\TCPIP\DOS\ETC and 
both are identical :
domain micrtoec-fr.com
nameserver 194.98.233.253
which checks out right. I think my problem has deepened a bit since I CAN'T 
EVEN PING! I just checked and I can't even ping my DNS so what is going wrong 
(ping being the most fundamental of utilities).
Any more ideas please?
